Adamawa SPHCDA- PBF internship program


The Nigerian State Health Investment Project (NSHIP) is a $170M, five-year program which is being implemented in the health sectors of Ondo, Nasarawa and Adamawa States. The National Primary Health Care Development Agency (NPHCDA) in conjunction with the State Primary Health Care Development Agencies (SPHCDAs) is implementing this program, assisted by a Technical Assistance agency. The NSHIP is a results-based financing program in which results achieved at all levels of the health system are rewarded. Rewards are once per year at State and LGA level, and once per quarter at health facility and LGA-PHC department level. The Performance-Based Financing (PBF) program is focused on the health facility/community and the General Hospital, and LGA-PHC department levels. Description of the sort of work

The Adamawa SPHCDA is looking at creating a cadre of highly motivated, energetic and capable individuals with a strong background in health service delivery, which can help the SPHCDA to implement this program. To this effect, the Adamawa SPHCDA will start a PBF internship program which will have a time-limited duration of four months. 22 intern- positions are available, and after successful completion of this four-month internship, 10-15 could be selected to become ‘PBF verifiers’ for the SPHCDA. Successful completion of the internship is by itself not a guarantee for being offered a position. This is a rewarding and challenging internship, and a unique opportunity for highly motivated individuals to advance their careers.

The SPHCDA offers this internship on the following conditions:

  • Successful merit-based recruitment
  • Fully available during this period
  • Readiness to work weekends
  • Readiness to travel extensively in rural remote areas during the entire internship, up to 10 working days per month
  • A short personal report will be part of the internship
  • An exam will be part of the internship
  • After successful completion of the internship, a certificate of completion of the internship will be issued by the SPHCDA

Terms of Reference

  • Follow lectures on specific topics related to PBF (PBF tools; institutional arrangements; verification etc.)
  • Study the PBF user manual
  • Study the PBF- toolkit
  • Participate in quantity verification
  • Participate in quality verification
  • Participate in community-client satisfaction surveys
  • Participate in quality counter-verification
  • Participate in community – RBF health committee work
  • Participate to the training relevant for health center staff (management; IMCI etc.)
  • Support health facilities with implementing advanced strategies
  • Using MS Word, write a quality report
  • Accomplish a MS Excel based proficiency test


  • Health related professional qualification ( BSC)
  • At least one year work experience in a health related setting
  • Good interpersonal skills
  • Tactful and diplomatic
  • Ability to work in a team
  • Able and willing to spend a considerable time in rural settings
  • IT literate (MS Word; Excel)
  • Female candidates are encouraged to apply


Allowance will be provided (up to Naira 40K per month) as this is not a salaried position. The internship ends after four months and can be terminated earlier depending on performance. This internship is not a guarantee for continued employment. SPHCDA per diem guidelines apply.
